If you are using multiple mods with talents, use the mod "TALENT UI FIX". For the talents to take effect, fast travel or save and load the game. Spells are locked behind specific quests to maintain balance and immersion. You will unlock them naturally as you progress through the game. Alternatively, for those who want instant access, you can open the built-in widget by pressing "F6". There, you can unlock spells manually and view information about which quest unlocks each one.
